The Acquisition Logistics Office is in need of an experienced Life Cycle Logistics Specialist (LCLS) to provide Life Cycle Logistics planning to Program Managers (PM) in support of the Program Executive Offices (PEOs). The incumbent shall influence the design, development, and acquisition of NSA/CSS capabilities to ensure capabilities are reliable, maintainable with low ownership cost, and customer logistics support expectations are achieved. The incumbent shall coordinate, facilitate, and participate in Product Support Team (PST) meetings, Technical Exchange Meetings (TEMs), and Contract Strategy meetings.
Individual shall perform a variety of life cycle logistics functions to include life cycle logistics planning for hardware and software based capabilities. These functions require application of NSA/CSS and Industry life cycle logistics management policy and procedures, development and review of logistics requirements, and their application to the total capability. The incumbent shall plan, direct, organize and prioritize life cycle logistic strategies and requirements associated with maintenance planning, technical data, training, computer resources, configuration management, and system sustainment to achieve mission readiness requirements.
The incumbent shall work with Program Managers (PMs) to develop a Life Cycle Logistics Planning Worksheet (LCLPW) to create, administer, coordinate, and manage Life Cycle Sustainment Plans (LCSPs) for each assigned NSA/CSS program and project. The incumbent shall lead deployment management efforts to include tracking and managing life cycle logistics action items and discrepancies resulting from Product Support Team (PST) meetings and Pre-ship Audit/Pre-Ship Review (PSA/PSR) deployment management processes. The employee shall assist in providing post installation sustainment services such as system equipment and documentation audits and facilitation of the decommission process.
The employee shall assist NSA/CSS Program Executive Offices (PEOs) in the review, preparation, and revision of Contract Data Requirement List (CDRL)/Data Item Descriptions (DIDs) for NSA/CSS contracting activities, participate in Data Calls as a logistics subject matter expert, and complete administrative activities associated with the CDRL process. This individual will also review and advocate improvements to acquisition planning documents (Contract Strategy, Statements of Work (SOW), etc.) to ensure reasonable and appropriate acquisition and life cycle logistics strategies are planned.
Participate in Configuration Management of agency capabilities by offering Secretariat services for Configuration Control Boards (CCB). Perform Technical Documentation Support by providing validation and verification of life cycle logistics related technical documentation; conducting Physical Configuration Audits (PCAs); reviewing engineering drawings in accordance with appropriate standards, specifications, Data Item Descriptions (DIDs), and customer requirements.
Plan and implement support activities for the life cycle of Agency deployed systems and/or capabilities (HW/SW) by ensuring adequate consideration of all integrated product support elements. These may include policy development, performance of LCL functions, and the monitoring of contractor performance of LCL functions. LCL job functions may include acquisition logistics support management, technical data management, configuration management and other functions in direct support of a system/capability life cycle. The functional category includes management, planning, procurement, integration and fielding of systems and associated support elements and processes during the acquisition process. Duties may include development of LCL plans, preparation of portions of contract packages, conducting Acquisition Logistics Integrated Product Team (ALIPT) meetings, monitoring of Agency and contractor performance related to system supportability, configuration management, and technical data management, participation in preparation of the Acquisition Logistics Support Plan and Deployment Readiness Plan, and coordination with field site/service organizations to ensure adequate support is in place prior to fielding of system.
The incumbent will be required to manage workloads consisting of multiple projects and have strong communication skills, both verbal and written, to ensure life cycle support requirements are met through effective leadership techniques, problem resolution and other people skills. Must also possess the ability to synthesize new information quickly, demonstrate initiative, sound judgment, and work collaboratively in a teaming environment with other organizations across the Enterprise. Incumbent must possess a customer service focus with the ability to interact with civilian, multi-service military, and contractor personnel of all grades. The incumbents are expected to exercise diplomacy, tact and sound business skills in managing issues and moving projects along to deliver needed capabilities.

An acquisition and Life Cycle Logistics background is highly desired and preferred, which may consist of some combination of life cycle logistics planning experiences and/or formal logistics training. It is highly desired that the incumbent have acquired working experiences at a field site or some remote assignment with an appreciation for the challenges of linking life cycle support to maintaining system and site readiness.
Salary Range: $99,172 – $152,352 (Senior)

Salary offers are based on candidates’ education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.
Entry is with a Bachelor’s degree plus 6 years of relevant experience, or a Master’s degree plus 4 years of relevant experience or a Doctoral degree plus 2 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience, or an Associate’s degree plus 8 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
Degree must be in a Business Management Field (e.g., Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (e.g., Life Cycle Logistics, Supply Change Management, Engineering, Systems Management, Computer Science, and Information Technology), or include at least 24 semester credit hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management.
Relevant experience must be in logistics or a related business field (e.g., supply chain management, life cycle logistics, acquisition logistics, and program management). Logistics or related experience in the government or as a government contractor and DAWIA II or equivalent certification is preferred.
DAWIA Level I certification in Life Cycle Logistics is essential. Interested parties currently pursuing certification are also encouraged to apply. A professional development plan will be put in place to allow the required certification level to be achieved within 24 months of selection.
